The state of Wisconsin continues to host a multitude of P-16 possibilities, especially, as it relates to supporting teachers in the delivery of instruction that honors the integrity of every learner. The disproportionate representation of African American learners in special education is a challenge that confronts every state in the United States of America. CREATE’s vision to support team members from across the state of Wisconsin in improving referral, assessment, placement, and service delivery, for the purpose of eradicating disproportionate representation in special education, is to be commended. Dr. Gwendolyn Webb-Hasan and Mr. Carl Hasan are committed to assisting THE CREATE Program in strengthening the state’s P-16 education initiative. The support of teachers will be important as we also assist in promoting and constructing successful, culturally responsive academic outcomes for all subgroups in the state of Wisconsin.
CREATE’s goal’s to eliminate race as a predictor for participation in special education and limited academic success, is an important initiative. Our team approach believes greatly in the power of knowledge construction and action agency to develop culturally responsive pedagogy. Our approach will provide firsthand leadership knowledge and effective strategies, coupled with proven track records to address academic, behavioral, and community relations to assist in the process of real and meaningful change for very worthy learners.

Dr. Gwendolyn Webb-Hasan is an Associate Professor in the College of Education and Human Development at Texas A&M University, Department of Educational Administration and Human Resources. She is recognized nationally for her expertise in: curriculum and instructional development, multicultural education, parental/family involvement, public school administration, and recruitment and retention of culturally diverse students in higher education. Dr. Webb-Johnson recently served as Keynote Speaker for the 2009 New Wisconsin Promise Conference with focus on improving academic achievement in culturally diverse schools through support for teachers and strategic parent/community involvement. Also relevant to this work is her 2006 Annenberg Institute for School Reform research, “To Be Young, Gifted, Emotionally Challenged, and Black: A Principal's Role in Developing a Culturally Responsive Context.” Notably, she served as Co-Chair of Austin Independent School District’s (ISD) “Cultural Connections to Teaching and Learning Task Force” (2002) and was instrumental in working with the district’s Special Education and Advanced Academic Services Departments.
Carl Hasan serves as President of the Bryan, Texas Independent School District (ISD) School Board. His wealth of knowledge in building community relations in his single member district, over the past decade, is crucial to efforts targeting the elimination of race as a factor for special education placement. Mr. Hasan served as a team member for his district in the adoption of a nationally recognized professional development model sponsored by the Milken Family Foundation. The Teacher Advancement Program has just completed its first year in Bryan ISD, with significant success in the academic gains among children of color. He has also worked extensively with community organizations to promote increased family involvement, especially when referral and placement in special education services are problematic and ineffective. His leadership skills as a retired Army veteran and Master Trustee (1999-2000) with Texas Association of School Boards prove invaluable in strategically addressing administrators, educators, and community concerns.
