The CREATE initiative grew out of the Wisconsin State Performance Plan, a six-year plan developed by the Wisconsin Department of Public Instruction under guidance by the U.S. Department of Education Office of Special Education Programs. 

The Wisconsin State Performance Plan is designed to improve educational outcomes for children with disabilities and help attain the goal of the New Wisconsin Promise – ensuring the opportunity for a quality education to EVERY child.

One indicator measures progress toward goals addressing the inappropriate identification of students in special education. The Wisconsin Department of Public Instruction and school districts began working together on this issue.

Through this work, one thing became clear: General education teachers need to be involved in preventing inappropriate identification of students for special education. 

Not long after, the CREATE initiative was born.  CREATE is a comprehensive, statewide, systems-change initiative designed to give educators the tools they need to meet the needs of all students.
